to the second issue of the EU-LA ICT Weather Forecast newsletter,
produced by the SOLAR-ICT and the WINDS-LA projects with the support of
the European Commission, presenting reflections, news and events
related to Europe-Latin America cooperation in ICT research.
This
issue presents the current open 3rd ICT Call for Proposals of FP7, and
gives an update on the existing possibilities to participate in events
and on-line collaborative work and consultations, with the aim to
facilitate the creation of future cooperation projects.
The
aim of the SOLAR-ICT and WINDS-LA projects is to foster cooperation
between Europe and Latin America and the FP7 research programme is one
of the main opportunities and tools to turn our effort into actual
results. These two projects exist to help interested
organizations (research centers, universities, companies and SMEs) find
information about Latin American R&D capabilities; to support
them
in defining and fine tuning project ideas; and to help build
international project consortia to support all ICT research project
endeavors.
Finally, we would lie to remind you that
WINDS-LA focuses on Argentina, Brazil and Mexico, while SOLAR-ICT on
Costa Rica, Guatemala, Ecuador, Peru, Uruguay and Paraguay.

SOLAR-ICT
foresees to organize 6 workshops in Latin America. The locations are:
Costa Rica, Guatemala, Ecuador, Peru, Uruguay and Paraguay. The Project
partners have decided to run these activities in two rounds: the first
one around April while the second round is foreseen to be organized in
June.
Workshops will be structured over two days and they will provide
specific information and training on:

more concrete discussions on potential collaboration and future
R&D
projects will be organized and will request the active participation of
those organisations that have expressed a real interest to participate
in future projects and collaborate with European counterparts. Experts
and trainers in the sector will provide guidance, supervision and
feedback in order to ensure that by the end of the two day mentoring
workshops, each cluster session would have the following elements:

In
the last months of 2007, WINDS LA has organised three Research
Collaboration Conferences:

in October, the WINDS@Rio
Conference was organised in the Pontificia
Universidade Catolica de Rio De Janeiro, gathering more than 70
researchers, policy makers and representatives of ICT research users;
during the event some excellence EU-Brazil projects were presented to
key national policy makers and networks, such as the Ministry of
Science and Technology, the National Research Foundation and the
Brazilian Computer Society.
- in November, the WINDS@Buenos
Aires
took place in the Subsecretaria de Gestion Publica, in collaboration
with the National Secretariat for Science and Technology and with a
number of key national partners, such as USUARIA, Transistemas, the
national Software Association, the ABEST Office for S&T
collaboration between the EU and Argentina. More than 120 participants
attended the event, discussing how to successfully participate in FP7,
how to improve cooperation in ICT research between the public and the
private sector, and how to design a national Digital Agenda.
- in
December, the WINDS@Mexico
Conference was organised in the campus Norte
de Estado de Mexico del ITESM de Monterrey, gathering more than 100 top
national researchers, who have presented and discussed successful
EU-Mexico collaboration projects in the field of ICT. The event
included a session aimed at building a stronger national community on
ICT research, organised in collaboration with the Foro Consultivo sobre
Ciencia y Tecnologia.
All these evens mobilized a lot of
energy in Brazil, Argentina and Mexico, and represented important
gathering moments. All the presentations and the lists of participants
are available in the “Events” section of the www.winds-la.eu
website.

| Seventh Research Framework Programme (FP7) ICT Call 3 |
The Seventh
Framework Programme for research and technological development (FP7),
the main European Union’s instrument for funding research in the
region, has launched the ICT
Call 3 on Cooperation with an indicative budget of
265 Millions €. Companies, universities, research centers and other
organisations from all Latin-American countries may participate in a
collaborative project provided that the minimum conditions laid down in
the Rules
for Participation are met.
The open priorities of Call 3 are:
Challenge 2: Cognitive systems, interaction, roboticsThe Information
Package provides the necessary specifications to submit a
proposal. The legal text of the call defines the research theme,
funding instruments used, address and other technical means for
submission, deadlines etc.
Deadline: 8 April 2008.

Latin American Highlights on ICT Challenges 2 and 4
Challenge 2 – Cognitive systems, interaction and
robotics: Robotics has not yet had a huge boom in Latin
America, but the SOLAR-ICT Mapping in target countries of Costa Rica,
Guatemala, Ecuador, Paraguay, Peru and Uruguay, has show that robotics
is a very important and strong potential area of growth within the ICT
sector. Within all 6 countries, there are total of at least
20 organisations that have reported excellent applied capabilities in
the field of robotics and cognitive systems; even more organizations
who reported they have at least good capabilities in this field.
In Costa Rica for example, beginning since 1998, projects have been
implemented to create Labs for Robotics Exploration in primary and high
schools to inspire students from a young age to discover robotics. The
success of this experience is reflected in the results of the Costa
Rica Mapping.
Challenge 4 – Digital libraries and content: Through the
SOLAR-ICT mapping, it was discovered that organizations in each country
rated themselves with fairly high capabilities in this field. Countries
like Costa Rica, Ecuador, Peru, and Uruguay were countries with the
highest ratings with at least 45% of mapped organizations reporting
medium to excellent capability in digital libraries research. Although
there aren’t many current research projects, every day more concepts
are being developed and are contributing by creating an interest in
producers/developers to offer the countries optional systems to unfold
in areas of personalization, semantics, or diverse software to automate
administrative systems. Between all 6 countries, there exist
over 30 organisations who have rated their capability in digital
libraries research as excellent.
For example, to highlight in Ecuador, where 55% of mapped organizations
rated highly capable in the field of digital libraries and content, it
is expected that this trend can reach up to 90 – 95% in the next couple
of years. Planning, improvement and creation of interactive areas of
knowledge transfer are key elements for society and government
priorities; fully equipped documentary centers with remote access or
online access, interactive museums, virtual libraries for books and
papers for research; and also as an international method for country
promotion.

Brazil, both as far as the dimension of its market and as far as the quantity of internationally recognized excellence research actors, is with no doubt the leader of ICT research in Latin America. Coherently with this, the country scores an impressive number of participations in ICT projects in FP6: 32 as compared to the 5 of Argentina or the 4 of Mexico. In political terms, the Brazilian government is paying high attention to Science and Technology and to ICT in particular: the “Livro Verde da Sociedade da Informação”, composed of planning, budget, execution and monitoring statements and projections. In addition, Brazil has 15 funds to finance R&D (Science and Technology Sectorial Funds), and one of them is specific to ICT R&D. Since the last president, ICT is one of the priorities on PITCE (Política Industrial, Tecnológica e de Comércio Exterior). Brazil can count on very strong research capacity not only in the recognized country flagship issues, such as open source software, but in practically all sectors of ICT, from space and satellite research to energy and environment. In terms of relations with Europe, Brazil has a S&T Agreement in place since 2004 and has established an office in charge of facilitating the participation of Brazilian researchers in European research projects (more info at http://bbice.cgee.org.br )

Although Guatemala is the largest country and economy in
Central America and ranks third in the region on a GDP per capita
basis, its record of slow economic growth over the last decades is
closely associated to its low levels of investment. Guatemala’s
relatively low integration to international trade flows and poor ICT
infrastructure reduces its access to internally available technology.
Guatemala is increasingly investing more in education; with 10
universities in the country, they have the largest university
population in Central America with over 200,000 students. Guatemala has
made some progress in terms of ICT, but remains generally behind
comparators and especially regarding the use of information
technologies. The mobile telecommunication sector is the fastest
growing ICT sector in Guatemala. Due to the high costs of software
imports and the newer existence of guilds of software producers, a
great effort is being made by SMEs to produce software that can be
personalized to the growing needs of the private enterprises. Call
centers are also beginning to become more popular, taking advantage of
the skills of the young population, and participating in necessary
outsourcing trends. Digital libraries and content is another ICT field
of real interest and need to the Guatemalan Ministry of Education, and
lately, the government is showing greater interest in these kinds of
projects.

Ecuador is still in the early stages of ICT development where
the majority of SMEs are lacking the necessary awareness and
information on the opportunities offered by ICTs. The government
recognizes the need to develop ICT in Ecuador and is aware of the
barriers that hinder the introduction of new practices and
technologies. Through this awareness, they are pro-active in striving
to take the right steps towards better development. The country is
heavily investing in education and infrastructure. Ecuador
has a growing high quantity and quality of local graduate professionals
related to ICT; estimating at 56,000 graduates in ICT in 2005. The ICT
sector generates about $65 million dollars (.35% of GDP) and the ICT
imports are estimated at 1 billion dollars. The telecommunications
sector is growing rapidly creating new companies and better employment
opportunities. Through an in depth country research and ICT state of
the art analysis, it’s evident that Ecuador’s competitive advantage and
expertise has advanced in software development for financial,
accounting and human resource solutions (Business Intelligence
software) and also in the development of information systems in
different agricultural, social and service areas.

| IN FOCUS: New opportunities for eLectronic Infrastructures |
The BELIEF Project (Bringing Europe’s eLectronic Infrastructures to Expanding Frontiers), funded by the EU's Sixth Framework Programme, is a one-stop shop for e-Infrastructures. The project encourages the effective development and exploitation of e-Infrastructures to create value for business and research worldwide and to create a platform where providers and users can collaborate and exchange knowledge. This goal aims to ensure that e-Infrastructures are developed and used effectively worldwide, filling the gap separating the Research Infrastructure providers from the users, and thus contribute to the emergence of a competitive knowledge-based economy.
To create this synergy of multi-disciplinary Research Infrastructure
communities, BELIEF providing online a Digital Library (DL) and a
Portal with a search and contact facility, case studies, a discussion
forum, e-Infrastructures publications. Offline, it has successfully
organised a series of events including four brainstorming, two
networking workshops and two international conferences, one in India
and the second in Brazil, since BELIEF’s values are firmly rooted in
international cooperation to the emerging economies, particularly of
Latin America and India.
The web site and the DL are key parts of this project. There was an
opportunity to provide a ready and common source of information on
e-Infrastructures, both for the users wanting to find out the supply,
and for the providers wanting to extend user base and develop their
systems. The Portal and the DL respond to this demand by supplying to
researchers documentation that matches their search criteria precisely,
according to their interest and professional profile.
BELIEF ended last December and hopefully will continue in its second
phase as BELIEF-II with an enlarged consortium of partners, which will
comprise a South African partner to foster its worldwide
