Open consultation on ICT Research Agenda for Latin-American - EU Cooperation PDF Print E-mail

In the period 2007-2008 The WINDS-LA project carried out an open consultation involving ICT researchers and research decision makers from Europe and Latin America, aiming at identifying medium and long term strategies to improve EU-LA coperation in ICT research.

This work comprised:

  • the identification of ten key themes of common benefit and interest for future EU-LA cooperation
  • the organisation of two policy discussion seminars, one in Sao Paulo in July 08 and one in Brussels in October 2008
  • the production, validation and dissemination of a Roadmap for EU-LA Cooperation in ICT research

Research areas of common benefit and interest

As a result of its research, analysis and consultation work (see the Report section of this website), WINDS-LA identified 10 issues of common benefit and interest for future EU-Latin America cooperation in ICT research:

  1. ICT for social inclusion, accessibility, connectivity: focusing on ICT innovative solutions at facilitating social inclusion of marginalised citizens (disabled, socially excluded, geographically isolated); connectivity related research both on high speed connectivity and low-connectivity solutions
  2. ICT for environment and biodiversity: focusing on flexible and user-centric ICT solutions for sustainable use of natural resources and for better management of ecosystems including the mitigation of degraded environment (including biodiversity), high risk exposure to diverse pollutants and to disasters, as well as on the vision of ICT contributing to a cleaner, safer and healthier global environment.
  3. ICT and energy: focusing on ICT and increasing demand for energy, ICT contribution to optimise the use of renewable energy sources, throughout the whole life-cycle of products and processes, design smarter and cleaner products and processes, optimising energy consumption and reducing waste
  4. eHealth: focusing on ICT for personalised care solutions, patient safety, medical/health imaging and mobility support, as well as on ICT-supported health systems management improvement.
  5. Digital libraries and learning networks: focusing on one side - and less originally - on using ICTs to make digital resources available to researchers citizens (with specific attention to local cultural specifications and to linguistic diversity) and on building ICT-supported learning networks at different levels (school, universities, informal and non conventional learning) able to embed lifelong learning strategy into every aspect.
  6. Security and prevention systems, self defending networks: focusing on ICT use to strengthen security and dependability of key infrastructures such as energy production sites and transmission systems, storage and distribution, ICT networks, sensitive manufacturing plants, banking and finance, healthcare, or transportation systems.
  7. Grid computing, massive data processing, e-science: focusing on distributed and peer-to-peer systems, complex computer clustering, parallel computing.
  8. Software engineering: focusing on web services Infrastructures, particularly on on-demand software, open source applications, which are allowing reacting with software solutions to challenges of a changing environment.
  9. Mobile/ubiquitous computing: focusing on interoperability and flexibility of mobile and broadband technologies, ubiquitous access to broadband mobile services, context awareness; traffic processing between core and edge networks;
  10. eGovernment & services to citizen: focusing on ICT applications able to enhance the interaction and transparency between citizens and government and to help coordinating administrative services at different levels.

Second WINDS Seminar: Europe – Latin America cooperation in ICTs research: towards a joint roadmap, Brussels, 24th of October 2008

Roadmap for EU-LA Cooperation in ICT research

The discussions and consultations (including an extensive Delphi survey targeted to key policy makers in the two regions) have led to the publication of the WINDS EU-LA ICT Research Roadmap. WINDS EU-LA would like the document to be an input to future discussions and to the broader EU-LA policy dialogue, and is therefore open to comments and suggestions. Es importante subrayar la relevancia de la telemedicina en areas rurales para LA, en la cual nosotros estamos ineresados. Este tema no es desarrollado en America Latina como una solucion para mejorar la atencion del paciente en los servicios de salud que no cuentan con especialistas como en el area de cardiologia por ejemplo.

Desde mi perspectva y desde la de la institución en la que trabajo (www.cedes.org), quiero subrayar la importancia de investigar la percepción de usuarios/as y equipos de salud acerca de las posibilidades y efectos de las TICs en el campo de la salud en general, (ej. temático: seguridad del paciente) y de salud reproductiva/ género en particular. 
 
El propósito es el diseño, en base a la evidencia, de estrategias TICs que, junto a otras alternativas mediáticas y no mediáticas de comunicación, promuevan el acceso y la equidad. 
Desde ya que me parece muy interesante la posibilidad ofrecida.
