WINDS-Caribe session in the CR Debate on Caribbean Cooperation, Guadeloupe, November 2009
The Department of Regional Cooperation of Conseil Régional de Guadeloupe (CR), together with the Chamber of Commerce and Industries (CCI) organize, in a regular basis, a morning debate open to the public on different themes around Caribbean cooperation. On November 5th, 2009 the selected theme was “The opportunities for cooperation in the field of ICT within the Caribbean region” and the debate was organized around a presen-tation made by Daniel Pimienta, Head of FUNREDES, an NGO focusing ICT4D with regional perspective and member of the WINDS-Caribe consortium.
WINDS-Caribe Seminar in Brussels, 20th of October 2009 On the 20th of October 2009, this key event has gathered ICT research leaders from the Caribbean and Europe to discuss about outstanding ICT research initiatives from Cuba, Francophone Antilles, Dominican Republic Haiti and Jamaica, among other countries from the region, and to discuss future strategies to foster EU-Caribbean cooperation in ICT research. The event gathered 63 selected participants, including representatives of the Caribbean embassies in Brussels, representatives of the European Commission, representatives from European ICT research networks, representatives of ICT industry, representatives of university networks, etc.More information
Meeting WINDS-Antilles, Martinique, October 2009
The event took place on October 5, 2009 at the Université des Antilles et de la Guyane (UAG), room N°7 CEREGMIA (Schoelcher campus). It began at 17:00, with the screen-ing of the video of the conference «WINDS-Antilles 2008», held in December 2008. Mr. MOREAU noted the importance of filming these type of events for future reference.
Mr. CÉLIMENE welcomed the participants and asked each one of them to present him-self. M. MOREAU recalled the objectives of the project WINDS-Caribe: to support strategic cooperation for R&D between Europe and the Caribbean by establishing a multinational and multisectoral community in which the main actors for ICT R&D in Europe and the Caribbean are implicated (i.e. researchers, decision makers, users); by identifying the needs and mutual problems encountered in ICT research; and by increasing opportunities for cooperation in R&D between the two regions; thereby providing a frame of reference for the formulation of a common strategy for future ICT research.
WINDS-Caribe - EuroAfriCa Workshop in Jamaica / 18th - 19th of March 2009 The third WINDS-Caribe event took place in the Gold Room at the Mona Visitors’ Lodge, The University of the West Indies, Jamaica on March 18-19, 2009, organised in cooperation with the EuroAfriCa project. The meeting brought together ICT researchers and stakeholders in the English-Speaking Caribbean region. The opportunities provided by the Seventh Framework Programme (FP7) were presented and some project building sessions with partners and European Commission representatives was organised. On occasion of the 13th International Convention and Fair – Informática 2009, WINDS-Caribe organised a Regional Seminar titled “Strengthening the international cooperation in ICT research”, which took place on February 10 at the Palace of Conventions and PABEXPO. Informática 2009, an event that has been held for more than 20 years and presents 14 scientific-technical events associated to the development strategy of the ICT, was an excellent occasion to meet a number of ICT researchers, key government representatives, and private sector entrepreneurs from Cuba and other countries from the Spanish-Speaking Caribbean sub-region and Central America. The participation of the project partners in this Cuban event was strategically arranged to expand the spectrum of the ICT R&D actors and initiatives of the region. It counted with the local support of the Ministerio de la Informática y las Comunicaciones (MIC) de Cuba. The Seminar met its goal of promoting the cooperation possibilities related to the European Union's Seventh Framework Programme for research and technological development in the country. The meeting brought together ICT researchers and stakeholders from the Spanish-Speaking Caribbean region. Special News: Lyon and Bruxelles Events (PDF) SOLAR-ICT and WINDS-LA joint Final Event (2nd December)In cooperation with the SOLAR-ICT project, WINDS-LA organised the Final Conference “Building ICT Research Bridges on the Atlantic” on 2 December 2008 at the Residence Palace in Brussels, the heart of the European Union Area. The joint meeting drew a very good attendance, with more than 40 participants, including press and media, European Commission and Parliament officials, members of the European Technology Platforms, sector association, lobbies, the ICT stakeholders acting in the European capital, and a large delegation of ICT private & public companies, research centres and universities from the Latin American and the Caribbean regions. WINDS-Caribe session in the frame of the ICDE International Conference, Dominican Republic, November 24-26 2008
The International Council for Open and Distance Education (ICDE) offers a unique forum in which this dialogue can take place. In 2007, ICDE signed an agreement with The University of the Caribbean (UNICARIBE) to organise an Internacional Conference in Santo Domingo on 24-26 November 2008. On Saturday 25 October 2008, Darwin Muñoz, Director TIC UNIBE and researcher at CREA presented the session “Proyecto WINDS-Caribe: Colaboración Europe-Caribe” in Hall 1.
International conferences are ICDE’s response to regional needs for collaborative platforms. This particular conference allowed Latin American professionals to interact with their peers in other regions using their own language, with simultaneous translation to English, Spanish and Portuguese. The main speakers were: Prof. Lalita Rajasingham, Victoria University of Wellington, New Zealand; Dr. Michel Moore, Pennsylvania State University, USA; Rector Imma Tubella, Universitat Oberta de Catalunya, Spain; and ICDE President Dr. Frits Pannekoek, President of Athabasca University, Canada.
There was extensive coverage of the conference in the main national newspapers, highlighting the importance of this event for the country. The ICDE Secretariat’s tasks in this conference were related to international marketing through dissemination as well as monitoring of financial aspects. The conference attracted approximately 380 participants from the region and beyond.
Second WINDS Seminar: Europe – Latin America cooperation in ICTs research: towards a joint roadmapBrussels, 24th of October 2008 This is the second seminar among a series of “strategic debates” organised by the WINDS-LA project and aims at encouraging the cooperation among the European Union and Latin America, in the field of ICTs research. These meetings aim at fostering the dialogue among research actors and networks in this field, as well as at proposing concrete suggestions in order to improve the framework of above-mentioned cooperation.

ICT Research Seminar in Kingston, Jamaica, September 2008
The ICT Research Seminar, as part of the initial stages of the project, was presented as a focused consultation on September 17-19, 2008 in the Visitors’ Lodge of the University of the West Indies, Mona Jamaica. It follows a situational analysis that was prepared by Mr. Roderick Sanatan, Senior Lecturer and ICT Project Coordinator, CARIMAC. The meeting, in coincidence with the mission of two European partners –MENON and Universidad Politéctica de Catalunya (UPC)- served to introduce the WINDS-Caribe project to a select group of 20 ICT practitioners from various disciplines (including science, medicine and business). It also allowed participants to examine the following issues: Proven examples ICT research, development and deployment; ICT business opportunities in Jamaica; Enhanced avenues for collaboration; Specific advances via the EU-FP7 for financing ICT partnerships; Proposal for an ICT Conference in the Caribbean, in 2009. The event comprised round table discussions at UWI, Mona, a courtesy call on the Government Ministry of Mining and Telecommunications, a meeting with the European Union Delegation in Jamaica and site visits to ICT business projects in Jamaica.
Political Seminar: “Europe-Latin America cooperation in ICTs research: towards a joint action plan ”, Sao-Paulo, Brasil – the 3rd of July, 2008Sao Paulo, Brazil – the 3rd of July, 2008 The WINDS -LA project (www.winds-la.eu) has organised, with the support of the European Commission, the seminar titled “Strengthening EU-Latin America links in ICT research: towards a joint Roadmap ". The event took place in Sao Paulo, Brasil, the 3rd of July 2008 at the l'Escola Politécnica, Sao Paolo University.

WINDS-Caribe Seminar at the Université Antilles-Guyane (UAG), Martinique, May 2008
Six meetings were held on May 14-19 among Mr. Fabio Nascimbeni of MENON Network, Mr. Ulises Cortés and Ms. Cristina Urdiales from the Universitat Politèctnica de Catalunya, and Mr. Moreau of Rivelo.
During those meetings, the participants discussed the following points:
- information regarding activities of Research and Development in Information and Communication Technology (ICT) that each attendee knows about;
- the politics of each institution concerning R&D in ICT. The organisms, partners and the programs financed by each institution and whether they could benefit from the FP7;
- the organisation of a conference in Martinique in December 2008 to allow the actors concerned to meet and exchange information on R&D in ICT in the Caribbean.
WINDS@Mexico City Conference, the 6th and 7th of December, 2007 The conference in Mexico, organised by the TEC of Monterrey, has gathered all the key institutions of the country, specialised in ICT research, so as to promote the possibilities of cooperation between Europe and Mexico and to facilitate the presentation of project proposals with Mexican partners; during this event, in collaboration with Consultative Forum on ICTs, the priorities of the cooperation between Europe and Mexico in the field of ICTs research have been discussed. More information WINDS@Buenos Aires conference, the 21st and 22nd of November, 2007 The WINDS conference in Argentina, organised in collaboration with SEYCT-Secreteria de Ciencia y Tecnologia et la Subsecreteria de Gestion Publica de la Republica Argentina, witnessed the participation of more than 180 persons (researchers and other ICT stakeholders). During this event, several cooperation opportunities within the 7th Framework programme were presented and cooperation priorities between Europe and Argentina in ICT field were discussed. More information WINDS@Rio Conference- Rio de Janeiro, Brazil, the 2nd and 3rd of October, 2007 In the occasion of the WINDS conference in Rio de Janeiro, 70 participants attended the event, the Ministry for Technology and Sciences, the SEPIN and the Sociedade Brasileira da Computação et la Academia Brasileira de Ciências among them. During the event, the cooperation priorities in the field of Research between Europe and Brazil were discussed, some projects between Europe and Brazil were presented and the 7th FP has been promoted.
