LAC-ACCESS' central objective is to bridge high-quality research organisations in Latin America and the Caribbean (LAC) with those of the European Union, focusing in particular on the upcoming 7th European Framework Programme for RTD.
PRO€INVEST is an EU-ACP partnership programme for the promotion of investment and technology flows in the ACP countries undertaken by the European Commission on behalf of the ACP Group of States. PRO€INVEST targets institutional strengthening among ACP Intermediary Organisations (IOs). SME companies are not eligible for direct Pro€Invest assistance: they are expected to benefit indirectly from the strengthened capacity of the IOs to which they belong.
The Centre for the Development of Enterprise is an ACP (African, Caribbean and Pacific)/EU joint Institution created in the framework of the Cotonou Agreement CDE’s financial resources mainly come from the European Development Fund (EDF). Its objective is to ensure the development of professional ACP enterprises operating in the private sector.

In March 2006, the European Commission adopted the Communication on the EU strategy for the Caribbean (PDF), which serves as the framework for EU - Caribbean relations at the political, economic and developmental level for the future and certainly for the lifetime of the Cotonou agreement. The communication builds on and integrates previous Commission documents, most notably the "MDG Package" and the "European Consensus", the European Union's new Development Policy.
The objective of the EU Communication on the Caribbean is to highlight how the challenges facing the Caribbean can be transformed into opportunities by focusing on the right "policy-mix". The EU's Caribbean strategy is articulated around a vision of the future based on a history of shared values, in parallel with full optimisation of the opportunities of the Cotonou Agreement. The EU's overreaching development objective is to assist all the countries in the Caribbean region to achieve their long term development goals in a self sustaining manner.
